Yakovlev will conduct an additional issue of 32 billion shares

Yakovlev's shareholders approved an increase in the authorized capital by placing 32 billion additional shares by private subscription in favor of a classified circle of persons. Payment for the shares may be made either in cash and property or by offsetting counter monetary claims.
