Rosseti proposed to change the system for calculating payment for electricity transmission services, focusing not on peak load hours but on maximum actual capacity consumption during a billing month. Existing approach allows large consumers with flexible operating schedules to shift their consumption to night hours, reducing their payments by about ₽40 bln per year.
