Government will develop a special funding mechanism for Inter RAO to switch the loss-making Cherepetskaya TPP from coal to gas. They want to give the power plant the status of a "forced" generation facility with a high tariff. To do so, the legislation will have to be changed: the GRES was built under the CDA program and is obliged to operate on the market under the general terms and conditions for 25 years. However, the plant bears losses due to rising coal prices: the fuel has risen by 68.5% in two years, while electricity prices, for example, in 2022 rose only by 2.8%.
