Yandex may be removed from the "white lists" due to VPN

Ministry of Digital Development is discussing with major platforms the possibility of excluding them from the “white list” if their resources are accessible with a VPN enabled, according to Kommersant sources. Currently, the “white lists” include major banks, marketplaces, and social media platforms, including Ozon, Wildberries, and Yandex. Ministry is also discussing with mobile operators the introduction of fees for using more than 15 GB of international traffic per month, which includes traffic from foreign VPN services.
