Government refused to grant Lukoil a license to develop the Nadezhda site in the south-western part of the Baltic Sea, Kommersant sources told Kommersant. Company has been trying to obtain a license since 2016. There are no other bidders for Nadezhda, but the auction was never held. Site is situated within 12 miles from the shore, in the so-called territorial sea. Formally, this piece of land does not belong to the continental shelf, to which only state companies have access.
