Bank of Russia presented its concept of improving the protection of retail investors. The regulator proposes to temporarily ban transactions in foreign securities for unqualified investors, and to increase the property criterion for recognizing an investor as qualified from ₽6 million to ₽30 million. The first step will be recommendations to brokers and stock exchanges to suspend sales of foreign securities to unqualified investors. The restrictions do not apply to securities issued by issuers that conduct economic activities in Russia, such as RusAgro or Ozon.
