Government has submitted a bill to the State Duma to introduce a zero mineral extraction tax for gas used in the production of ammonia and hydrogen in the Arctic. Only one project, Novatek's Ob GHK, falls under the exemption. However, the status of the project is still unclear: in September, the company put the project on pause due to sanctions.
