Government Commission has agreed on the sale of Vimpelcom by Veon holding to the Russian top management. At the end of November 2022 the top management of Russian Vympelcom, headed by Alexander Torbakhov, negotiated the purchase of the asset from the Dutch holding Veon in exchange for repayment of its debt. Later, the Ministry of Finance, the Ministry of Economy and the Bank of Russia opposed the deal. Scheme also did not suit Veon's Eurobond holders, who had already tried to suspend the process through the court.
